Uniform Inmate Correspondence Rules BP-03.91 (TDCJ Texas)

Official TDCJ board policy setting the correspondence rules for Texas prisons, revision 8 dated 20 February 2026. General correspondence must now be sent to the Digital Mail Processing Center for scanning, and mail sent directly to a facility is returned to the sender as refused. The policy also covers inspection and rejection procedures, publication review, indigent postage allowing five one-ounce domestic letters per month, and the appeal route when mail is withheld.
