Grievance & Complaints
Policy ADM.01.12 - Complaints (Hawaii Dept. of Corrections and Rehabilitation)
Hawaii DCR Policy ADM.01.12, effective January 1, 2024 and superseding the June 19, 2008 version, establishes how the department handles complaints from any source about the Department or its staff. Its definition of a complaint covers sexual harassment, department practices or procedures, civil rights violations such as discrimination based on disability, sex, race, national origin or religion, improper use of state resources, employee misconduct, and illegal acts. Complaints are normally referred to the Warden or Administrator of the relevant facility; anyone who does not want to go that route may send the complaint to the Internal Affairs Office or the Director at 1177 Alakea Street, Honolulu, HI 96813, or to the Department of the Attorney General, Investigations Division, 425 Queen Street, Honolulu. Complainants may remain anonymous, all complaints are treated as confidential, and each is logged on Complaint Report form PSD 0106 with a complaint number. The policy expressly exempts the separate inmate grievance and appeals process.
