Policy 13.2: Health Maintenance Services (Kentucky DOC)
Kentucky Corrections Policy and Procedure 13.2, issued under 501 KAR 6:020, is the core access-to-care policy for Kentucky prisons. It requires that on arrival each person be told orally and in writing how to access health services and the grievance system, and how to obtain care on weekends, nights and holidays, and states that custody staff have no authority to deny access to those services. Sick call is charged at $3.00 per non-emergency visit unless the person is indigent as defined in CPP 15.7; there is no charge for chronic care clinics, intake screenings and appraisals, transfer screenings or appointments initiated by medical staff. No more than two clinical concerns may be listed on a single sick-call slip. A receiving screening is completed before placement, health history within 48 hours and a physical examination within ten working days of admission. The policy also sets co-pays of $10.00 for a prosthetic device, $10.00 for each hearing aid and $5.00 per pair of state-issued eyeglasses, all waived for indigent people, and covers emergency plans, periodic physicals, organ transplants and medical parole referral.
