North Carolina Inmate Grievance Resolution Board and Administrative Remedy Procedure
The Inmate Grievance Resolution Board has jurisdiction over all appeals of grievances filed through North Carolina's Administrative Remedy Procedure, established under Article 11A of Chapter 148 of the General Statutes. The governor appoints its five members to staggered four-year terms, three of whom are attorneys drawn from a list recommended by the Council of the North Carolina State Bar, and the Board is an independent agency housed within NCDAC with an executive director, grievance examiners and administrative staff. The page summarises the grievance process: a written grievance must generally be filed within 90 days of an incident; a facility screening officer accepts or rejects it under Section .0306; at Step 1 a designated staff member investigates and files a written response within 15 days; at Step 2 the facility head responds within 20 days of an appeal; and at Step 3 the appeal is transmitted electronically to the Board and assigned to a grievance examiner, whose order is binding unless the Secretary finds the relief inappropriate, gives a written explanation and makes an alternative order. The page links the Administrative Remedy Procedure policy and notes grievance records are confidential under state law.
