Healthcare Delivery and Outcomes Annual Report (New Jersey DOC)

The New Jersey Department of Corrections Healthcare Delivery and Outcomes Annual Report explains how prison health care is structured and reports what was delivered. NJDOC contracts all health care to Rutgers University Correctional Health Care (UCHC), the statutorily mandated provider under N.J.S.A. 18A:65-94, which employs over 600 staff and runs standing specialty clinics in gastroenterology, cardiology, oncology, orthopedics, urology, neurology and other fields, some by telehealth. An internal Healthcare Compliance Unit audits UCHC against contract and policy, and the system has held NCCHC accreditation for over a decade. The report states that all mental health services and related medications are provided without co-pays, and that a psychological assessment is conducted before any disciplinary sanctioning of someone receiving mental health services. It records that 25% of the population was on the Mental Health Special Needs Roster as of January 12, 2026, with 95,009 mental health clinician contacts and 70,185 medical encounters in CY 2025, and that Narcan is distributed on release to anyone diagnosed with a substance use disorder or prescribed opioid pain medication.
