Department Order 1101: Inmate Access to Health Care (Arizona DOC)
Arizona Department Order 1101, effective October 22, 2016 and amended October 17, 2018, sets out exactly how a person in ADCRR custody requests care. For non-emergency medical, mental health or dental care the person completes a Health Needs Request (HNR), Form 1101-10ES, and deposits it in a labelled drop box; healthcare staff collect and triage HNRs daily. Routine needs must be seen within 24 hours of receipt, emergent needs immediately and urgent needs the same day, while non-emergency mental health and dental HNRs must get a written Plan of Action within five working days. A health care fee is deducted from the account, with a hold placed if funds are insufficient, but no fee is charged where the inmate declines the resulting treatment plan or for security-requested evaluations. First responders must reach a medical emergency within three minutes, and people may hold no more than a 30-day supply or 120 doses of medication.
