CPP 16.2 Inmate Correspondence Policy (Kentucky DOC)
Kentucky DOC statewide mail policy, effective February 4, 2025. All incoming mail except privileged mail is opened and inspected, and correspondence should be delivered within 48 hours of receipt on normal workdays. A sender may enclose a standard white envelope 9.5 by 4 inches or smaller with no stamp, and an inmate may not receive more than three envelopes in one mailing. Indigent inmates receive postage and stationery for at least two one-ounce letters per week. Mail is rejected for address labels, stickers, homemade or musical cards, non-white envelopes or paper, glitter, coloured ink, markers or crayon, and for enclosed stamps, cash, checks or money orders. Inmates appeal a rejection to the warden within five days and receive a written answer within fifteen. Attorneys must register for an attorney control number through the DOC legal mail portal and obtain a secondary code valid for 30 days.
