CPP 14.6 - Inmate Grievance Procedure (Kentucky DOC)
Kentucky Corrections Policy and Procedure 14.6, filed May 15, 2024 and effective May 7, 2025, is the 21-page inmate grievance procedure adopted under 501 KAR 6:410, superseding the June 1, 2023 version. It defines a Corrections Ombudsman as a Department of Corrections employee who monitors and oversees the operation of the inmate grievance procedure statewide, a Grievance Coordinator appointed by the Warden at each institution, and Grievance Aides who are inmates appointed to help others file grievances and appeals. The policy applies to inmates confined in institutions operated by the Department of Corrections. A grievance about a specific incident must be filed within five business days, and the document uses three-business-day and fifteen-business-day deadlines at its appeal stages, routing complaints through informal resolution, a Grievance Committee, the Warden and finally the Commissioner. Health care grievances are handled separately through the Institutional Health Authority, and the policy cross-references CPP 14.7 and 28 CFR 115.52.
