Administrative Regulation 700: Office of Health Services Division (Alabama DOC)

Alabama DOC Administrative Regulation 700, dated October 5, 2023, is the governing regulation for the Office of Health Services (OHS), the division responsible for all medical, dental and mental health care for people in ADOC custody. It names the Deputy Commissioner of Health Services as administrative authority, the ADOC Clinical Medical Director as clinical health authority, and the Director of Psychology as behavioral health authority for suicide prevention and acute care. OHS is expressly responsible for investigating inmate health care complaints, inquiries and grievances, and wardens must provide inmates access to facility health services unless contraindicated by a facility emergency. The regulation defines triage as sorting health care requests by qualified professionals to set priority, and cites Estelle v. Gamble and NCCHC prison health standards. It supersedes the version dated November 8, 2010.
