Administrative Directive 9.6 - Inmate Administrative Remedies (Connecticut DOC)

Connecticut DOC Administrative Directive 9.6, effective 04/30/2021 with revisions through 4/6/26, is the state's inmate grievance and administrative remedy procedure. An inmate must first attempt informal resolution, submitting a CN 9601 Inmate Request Form if talking to staff fails; staff must answer within 15 business days. A Level 1 grievance on CN 9602 must be filed within 30 calendar days of the occurrence or discovery and is decided by the Unit Administrator within 30 business days. A Level 2 appeal on CN 9604 goes to the District Administrator within five calendar days and is normally the final level; Level 3 review on CN 9605 by the Commissioner is limited to appeals challenging department-level policy or the integrity of the remedies procedure. Filing eight or more grievances in any 60-day period can trigger an abuse determination (CN 9617). Sexual abuse and harassment complaints do not use this procedure and instead go to the PREA Investigation Unit under Administrative Directive 6.12. Lost or damaged property claims up to $3,500 go to the Lost Property Board with a $25 filing fee.
