Administrative Directive 10.7: Inmate Communications (Connecticut DOC)
Connecticut's governing directive on mail, telephone and electronic messaging, effective 16 December 2022 and revised through 13 August 2026. There is no limit on the number of letters written or received at personal expense, and indigent inmates receive two free social letters a week, five free letters a month to courts or attorneys, a writing instrument and up to 20 sheets of paper a month. All outgoing mail carries a notice that it originated from a Connecticut correctional facility, incoming general mail is scanned and opened for contraband, and rejections are issued on form CN 100702 with 15 days to seek review. Each inmate submits a telephone list of no more than twelve numbers, changeable once every 30 days, and calls are capped at 15 minutes with three-way calling prohibited. Inmates may initiate two privileged calls a month in addition to attorney-initiated calls, and recordings are kept for at least 90 days.
